How the Support at Home Reforms Will Impact Families and Caregivers
The Support at Home reforms are one of the biggest changes to Australia’s aged care system in years. Starting 1 November 2025, they will replace the current Home Care Package and Short-Term Restorative Care programs. For family carers, these reforms bring both opportunities and adjustments, making it vital to understand how they will affect loved ones’ care.
More Levels, More Flexibility
The Support at Home reforms will expand from four to eight levels of care packages, offering more tailored funding to meet individual needs. At the highest level, funding can reach up to $78,000 annually, ensuring greater support for people with complex needs.
Two short-term options will also be available:
Restorative Care Pathway – short-term intensive care to help people regain independence.
End of Life Care Pathway – up to $25,000 in 12 weeks to provide compassionate support during the final months of life.
Simplified Assessments and Reduced Waiting Times
Currently, aged care assessments vary across programs. With the reforms, a single assessment system will make access more straightforward and equitable. In addition, wait times for care packages will be reduced to 2–3 months, easing the burden on families waiting for help.
The “No Worse Off” Principle Explained
For those already in the Home Care Package system (before 12 September 2024), the no worse off principle ensures continuity. Clients won’t face unexpected increases in contributions, and unspent funds can be carried over (with a cap of $1,000 per quarter).
This principle gives families peace of mind, ensuring their loved ones remain protected during the transition.
What Caregivers Need to Prepare For
The pricing model under Support at Home reforms will look different. Instead of multiple separate fees, there will be one unit hourly rate. Although the rate may initially appear higher, care management fees are capped at 10%, balancing out the system.
For caregivers, this change means simpler budgeting, clearer invoices, and more transparency when comparing providers.
